Issue/Introduction

- Customer need to provision multi compute resources in one single deployment.

- Several compute resource provisioning failed due to below error found in provisioning-service-app.log:

Provisioning operation failed. Cannot invoke "com.vmware.vim25.ArrayOfVirtualDevice.getVirtualDevice()" because "templateDevices" is null at stage FAILED

- The same deployment succeed on the second day.
