CloudProxy service does not start

Issue/Introduction

After a fresh install on Windows 11, I receive a "Windows could not start the CloudProxy service on Local Computer.  Error 1067: The process terminated unexpectedly"

Environment

Windows 11

CloudProxy 26.1.1

OpenJDK 17

Resolution

Two things were interfering with the startup of the service.

1. Unsupported java 8 version on the system at the time

2. Reduced the java heap size setting in the cp bat script
