Issue/Introduction

  • When deploying VMware Cloud Foundation (VCF) 9.0, the process fails during the Fleet Manager deployment stage. This issue prevents the orchestration of SDDC Manager tasks and stops the environment creation.

  • The following error is observed in the /var/log/vmware/vcf/domainmanager/domainmanager.log in the SDDC appliance.

403 : "{"status":"","message":"Another operation: <ID> is already in progress for the environment : lcm.","errorCode":"LCM_ENVIRONMENT_API_ERROR0014","errorLabel":"Operation is not allowed."}"

VMware Cloud Foundation 9.x

Cause

This issue occurs because a stale Lifecycle Management (LCM) operation remains active or "stuck" within the Fleet Manager appliance. The local database within the appliance maintains a lock on the environment, which prevents SDDC Manager from initiating new certificate requests or orchestration tasks.

Resolution

Restart the Fleet Manager appliance to clear the stale operation and retry the deployment.

  1. Locate the Fleet Manager appliance in your vCenter inventory.

  2. Perform a guest reboot of the Fleet Manager appliance.

  3. Wait for all services to initialize and reach a running state.

  4. Log in to the VCF Installer UI.

  5. Restart the deployment task from the stage where it previously failed.
