Issue/Introduction

When a user has a URL link in an 'Action Item Message' description field section of a process - Manual Actions properties page then when an action item is
open from Clarity Modern UX notification bell, clicking on the URL in the Action Item modal page results in a malfunctioned url and a 'This site can't be reached' error.

When the Action Item modal page is not opened but a user simply hits on the notification bell icon click on 'Click here' url then web page opens as expected

Steps To Reproduce:

1. Configure Clarity and a user to receive Action Item notifications
2. Create a new process with 'On-demand' Start Option based on Project object with a Start step which sends an Action Item to a user.
3. In the 'Action Item Message' section, enter a URL in the Description eg: <a href="https://www.example.com">Click here</a>
4. Add user name in the 'Assignees' field.
5. Tick the check box of 'Send Notification' fields for when 'When step action is performed'.
6. Add user to 'Send Notification To' field.
7. Finish the process, validate & activate
8. Run the process on any project in Clarity Classic.
9. Go into Clarity Modern UX and click to open Notification Bell icon to open Action Item modal page then click on the google URL link

Expected: The Action Item modal page to open a google.com web page

Actual: The Action Item modal page open from the notification bell has a broken link so external page does not open

Additional Information

Workaround: After clicking on the notification bell just hit the 'click here' link without opening the 'Action Item' modal page. This will display the external site as expected
