Issue/Introduction

The Topology STC fails at startup with RC=100.
Job log shows the API Server fails during initialization with java.sql.SQLException – Connection refused while attempting to connect to Datacom.

Cause

Old release of Topology being used

Resolution

The fact that Datacom is being required means that this is a very old version of the Topology code. It now uses SQLite that comes embedded in the Topology installation (since level set 1.0.07 PTF LU04683). From New Features documentation:

Datacom support has ended. SQLite has been introduced and is now the supported database. You can now use Mainframe Topology with no need of configuring the database.
