Issue/Introduction

The "Jobs Running" chart shows 0 jobs running at the start of a bucket, but the "Machine Load" chart displays a load value greater than zero․​​​​​‌​‍

SYMPTOMS:

• Jobs Running chart shows 0 jobs at bucket start

• Machine Load chart shows a high value at the same time

• Discrepancy is noticeable when filtering the page to the last 1-3 hours

CONTEXT: Occurs when monitoring machine metrics in the UI
