Issue/Introduction

Tabbing will bring a user to a field that is not actionable

Steps to Reproduce:
1. Within Clarity access the Project Properties page.
2. Tab through the properties, even if the field cannot be edited, tabbing will stop on the field.

Expected Results: 
If a field cannot be edited, tabbing should bypass the field.

Actual Results:
Tabbing will go to each field
Furthermore, hovering over an uneditable field shouldn't "highlight" the field, this may be misleading. Field should only be highlighted if they can be edited.

Workaround: 
None

This behavior is improved in 16.4.2. Tabbing will bypass any field that isn't actionable.
