By default, Symantec Endpoint Protection Manager (SEPM) downloads new Symantec Endpoint Protection (SEP) client patches directly from the Symantec LiveUpdate Server through the internet. However, in environments where the SEPM server is located in an isolated or offline network, the patches cannot be downloaded automatically.
In such cases, patches must be downloaded using LiveUpdate Administrator (LUA) from a system with internet access and then manually imported into SEPM.

The following simulation demonstrates how to download the SEP 14.3 RU6 (Build 9280.6000) client patch from a LiveUpdate Administrator (LUA) server and prepare it for import into SEPM.
Log in to the LiveUpdate Administrator (LUA) console.
Create a new Download & Distribution schedule specifically for SEP 14.3 RU6 updates.
In the Product List, click Add.
Expand SEP 14.3 RU6 English.
Select Client Updates only.
Within Client Updates, select the following items:
Client Installer Win64 English
Client Installer Win64 English via SEPM
Click Apply & Save.
Verify that both of the following appear in the Download & Distribution list and in the Distribution Center Product List:
Client Installer Win64 English
Client Installer Win64 English via SEPM
Once the Download & Distribution task completes successfully, navigate to the following directory:
Locate the downloaded ZIP file, for example:
Extract the ZIP file.
After extraction, you should see the file:
SAV64.dat
Import the SAV64.dat file into the SEPM server to make the new client patch available for deployment.
