Hosts will not remediate updates, and VMs will not vmotion when putting a host in maintenance

Issue/Introduction

The host fails with the error when trying to apply patch: "VMware vSphere Lifecycle Manager had an unknown error. Check the events and log files for details"

Entering a host into maintenance mode, idoes not complete because no VMs will migrate away from the host.  It fail with:  "Currently connected network interface" 'Network adapter #' uses network 'DVSwitch[## ## ## ## #x ## ## ##-## ## ## ## #x ## xx ##] NSX port group [dvportgroup-114](nsxa down)', which is not accessible."

All hosts are disconnected in the NSX manager UI .  VMs are running normal, but it there is a disconnect between ESXI and NSX.
