Modern Staffing 'Heap space error' When Exporting to CSV

Issue/Introduction

On an Oracle database, the Staffing workspace export to CSV fails
with a Java heap space error when the user's Unit of measure is set to % Availability

Steps To Reproduce

1. Go to the Modern Staffing > Staff 
2. Have 2400+ rows display with all Per-Period Metrics columns displayed
3. Set the View Options to be 24 months.
4. Go to Settings > General > set Unit of measure is set to: FTE
5. Click Export button. It take 3 minutes.
6. Go to Settings > General > set Unit of Measure to: % Availability

Expected: Export completes in reasonable time as when the Unit of Measure is set to FTE.

Actual:  
The background job Export to CSV runs (as it is more than 500 records) 
and takes more than 30 minutes and then fails with heap space error.

The issue is not reproducible in 16.4.0+
