Branding logo does not render in header

Issue/Introduction

After clearing browser cache and performing a logout/login sequence, the custom branding logo in the Clarity application header fails to render. Instead of the image, only the tooltip text is displayed.

Steps to Reproduce:

1. On a restarted Clarity server, navigate to Admin -> System Settings -> Branding.
2. Upload a Header Image (verify it displays correctly).
3. Logout and Login (verify it persists).
4. Clear the uploaded image.
5. Clear all browser caches and logout.
6. Refresh the page at the login screen.
7. Login and upload a different image file.
8. Logout and Login again.

Expected Behavior:

Branding logo renders in the application header.

Actual Behavior:

Branding logo is missing and the tooltip renders in its place.
