Help Icon for Information Center always present after login

Issue/Introduction

Help Icon for Information Center always present after login even if the toggle has been disabled.
Since 16.4.0 the "Global Header Help Icon for Information Center" feature toggle is hidden, but can be disabled through the backend.
Even if the toggle is disabled, when users navigate to MUX the icon is till present, until the user refreshes the page

STEPS TO REPRODUCE:

1. In Clarity 16.3.3 go to MUX Administration > Feature Toggles.
2. Locate the "Global Header Help Icon for Information Center" toggle and disable it
3. Refresh the page and you see the Help icon disappearing
4. Log out and log into Classic.
5. Navigate to MUX

Expected Results: The Help icon not to be visible
Actual results: The Help icon is visible.

This is caused by DE183412

Resolution

This is fixed in Clarity 16.4.2

Workaround: Refresh the page
