vCLS VMs not deploying in new cluster

Issue/Introduction
A new cluster is added to vCenter and ESXi hosts are immediately placed into maintenance mode before vCLS VMs are created.
Using retreat mode does not create VMs.
Certificates show good.
Environment
vCenter 7.x
vCenter 8.x
Cause
ESXi hosts are in maintenance mode.
Resolution
Remove ESXi hosts from Maintenance mode to allow vCLS VMs in new cluster to be created.
