Issue/Introduction

SUMMARY - Can the user skip navigation functions, sidebar, or other repetitive content and go straight to the content?

WCAG Criteria - 2.4.1 Bypass Blocks

Steps to Reproduce- Logged in as user in test environment, use the keyboard to hit the TAB button 1-3 times to expose the SKIP to MAIN option.

Expected Results - After each page was finished loading, hitting the TAB button on the keyboard should draw the focus to begin to move in the logically programmed order. TABBING did not display the SKIP to MAIN required button allowing the users to skip all navigational movements and would result in landing at the top left of the body/content on the page.

Actual Result - on the PROPERTIES and the TODOs pages, SKIP to MAIN was missing entirely.
