TSO LOGON cursor moves to Group Ident, "IKJ56417I GROUP NOT AUTHORIZED"

Issue/Introduction

When trying to implement Passphrases in Top Secret, the TSO logon cursor moves to the "Group Indent ==>" field.
The following error is received:
IKJ56417I GROUP NOT AUTHORIZED 

Cause

Outdated Top Secret TSSINSTX Security Exit.

Resolution

The Top Secret Security Installation Exit, (TSSINSTX), was outdated and did not have code for PASSPHRASES.  It only allowed 8 characters in the password.
A Top Secret release 16.0 version of the exit is needed. If the exit is no longer needed it can be turned off.
If the exit is turned off, an IPL may be needed to allow mixed cases passwords in TSO.
