Unable to configure backups in SDDC Manager for SDDC or NSX Manager, Register External button is gray

Issue/Introduction

• Attempting to configure a backup server is blocked with the register external button being gray with the tool tip, "This functionality is not allowed at the moment. Please check back later."
• /var/log/vmware/vcf/commonsvcs/vcf-commonsvcs.log on SDDC Manager shows entries similar to:
Caused by: com.vmware.evo.sddc.inventory.model.InventoryNotFoundException: Resource ID: {1} not found in Domain
Failed to get allowed functionalities for domain. Failed to retrieve the resource functionalities
• Attempting a remediate password operation against NSX fails with, "Remediate for appliance <fqdn> has failed. SDDC password Api response is invalid or null. Please check logs for more information. Error= Failed to perform specified operation on SDDC manager. Unable to determine if functionality is allowed/blocked.
• Opening the domains page in SDDC Manager shows the error, "Failed to get allowed functionalities for domains. Failed to retrieve the resource functionalities."
• A failed workload domain import failed at some point in the past and manual cleanup was required.

Cause

Stale entries in the database from the failed domain import were not fully cleaned up.

Open a case with Broadcom support and reference this article.
