HCX Migrations not progressing with "Migration Parked" and BadPaddingException when target HCX is 9.0

Issue/Introduction

• HCX migrations become stuck in a "Migration Parked" state.
• Migrations do not progress past the initial stages.
• The migration fails during the result verification phase
• To verify, check /common/logs/admin/app.log from HCX manager ssh session
  <timestamp> [VmotionService_SvcThread-####, Ent: HybridityAdmin, , TxId: ####-####-####] ERROR c.v.v.h.m.common.MigrationUtil- [migId=####-####-####] Job (####-####-####) failed with exception Given final block not properly padded. Such issues can arise if a bad key is used during decryption.
  

Environment

VMware HCX 

• Source: VMware HCX 4.11.x (or older)
• Target: vSphere / vCenter 9.0

Cause

This issue is caused by a version interoperability mismatch between the HCX 4.x manager and the vCenter 9.0 target.

Resolution

To resolve this issue, the source HCX version must be aligned with the target infrastructure requirements.

Redeploy the HCX source HCX 4.11.3 appliance to HCX 9.0.x.
