Environment

vSphere 9.X

Cause

port 123 for is not opened between the NTP source and the Fleet manager 
https://ports.broadcom.com/home/VMware-Cloud-Foundation-Operations-Fleet-Manager 

Running a test/ pcap, results in no answer received, NTP cycles can sometimes take longer to respond   
# tcpdump -i eth0 udp port 123 and host <fqdn of NTP server>

Engage your networking team to open the port as per
