Providing Portlet Edit Instance rights doesn't allow Resource to edit with Postgres DB

Issue/Introduction

A Resource has been granted Portlet-Edit Instance rights to a specific Portlet, however when they try to edit the Portlet, it's not editable. This only occurs in environments configured for Postgres database.
 
Steps to Reproduce: 
1. Create a Portlet of any style, for example "HTML".
2. Assign the following rights to a Resource:
 
Global-
Administration - Access
Administration - Studio
Portlet - Navigate
 
Instance-
Porlet - Edit (for the new Porlet previously created)
 
3. Log in with the Resource, and access the Administration Portlet to edit the Portlet.
 
Expected Results: 
The Portlet will be editable, due to the rights assigned.
 
Actual Results:
When viewing the Porlet list, the Portlet will not be a clickable link, so it won't be possible to attempt to edit it.
