Conditional Formatting Fails in Staffing/Investment module

Issue/Introduction

Conditional formatting rules applied in the default view of the Staffing/Investment module do not render when a user switches to "Scenario Mode," even though the rules remain active in the configuration settings.

Steps to Reproduce:

  1. Navigate to the Investment (Staffing) module.
  2. Apply a Conditional Formatting rule (e.g., If Type = Project, then format Entire Row with a specific color).
  3. Verify that the formatting is correctly applied to the grid in the default view.
  4. Click the Scenario dropdown and select "New Scenario" or an existing one to enter Scenario Mode.
  5. Observe the data grid once the scenario loads.

Expected Results: Conditional formatting should be persistent across different view modes. When entering Scenario Mode, the grid should maintain the same visual formatting rules (colors, highlights, etc.) defined in the module’s configuration.

Actual Results: The conditional formatting disappears. The rows revert to the standard styling, despite the "Scenario Mode" banner being active and the underlying data still meeting the rule criteria. If the formatting rules are checked, they appear to still be "on," but they are not reflected in the UI.

Cause

This is by design to not process business rules in scenario mode. However, the non-scenario mode i.e. when user is looking at real data, it works
