Issue/Introduction
When attempting to configure VMware Live Site Recovery (VLSR) (formerly SRM) in Offline Mode for an air-gapped on-premises environment, unable to generate the required "Offline License Key" via the VMware Live Recovery (VLR) Cloud Console and below alert is reflected.
"You don't have available subscriptions to create a new license key"

Cause
The VLSR Offline Mode relies on a specific license string that can only be cryptographically signed by the VLR Cloud Console if the underlying billing account possesses the active ACC attribute. Without this entitlement, the platform prevents the creation of the offline credentials required to air-gap the solution.
Offline Mode is a restricted feature available exclusively to subscribers of the Advanced Cyber Compliance (ACC) add-on for VMware Cloud Foundation. The Cloud Console denies the generation of the cryptographic offline key.
Resolution
