ConnectALL - Rally artifact creation fails with "create exception" if Description field is required BUT an attachment is included in the Description

Issue/Introduction
I am trying to synch the description field on a defect between two Rally instances but the image inside the fields is not coming over.
This is an issue even if verbiage is ALSO included in the Description along with the attachment.
Steps to Reproduce:

Use 2 different Rally Workspaces (for example steps I will use WS A and WS B).

Make the Description field required in WS B (done at Rally WS level only).

Create a Rally 2 Rally Defects automation one way to WS B (I only mapped Name and Desc)

Create a Rally Defect with only an attachment in the Desc (occurs even when verbiage is also included with attachment in Desc)

Run the automation
Expected Results:

See the "create exception" in logs and no artifact is created in WS B. Failure also in "Related Artifacts" section of Dashboard
Actual Results:

New Rally artifact is created in WS B.
Workaround:

Remove all attachments from the Desc, Sync the artifact THEN add attachments back in. This is very cumbersome for the user.

Create a Work Rule in the Destination WS as a Warning only.
