VCFA: Unable to delete or force-delete items in the Content Library

Issue/Introduction

Possible symptoms:

• Items show as Failed within the VCFA Provider Management content library.
• The corresponding VM images show as Not Ready in the Organization tenant portal Virtual Machine Image service
• Deleting the items from the VCFA content library (including force-delete) gives an error such as:
  • InternalServerError (com.vmware.vapi.std.errors.internal_server_error)
  • id = vapi.bindings.method.impl.unexpected,
  • defaultMessage = Provider method implementation threw unexpected exception: (vim.fault.CannotDeleteFile)
  • errorType = INTERNAL_SERVER_ERROR
• The same "vim" error code is seen in vCenter:
  • A general runtime error occurred. An error occurred: (vim.fault.CannotDeleteFile)
• If the failed items have been deleted from the vCenter content library then the error in VCFA shows the item is not found:
  • One or more exceptions have occurred - Internal Server Error - NotFound (com.vmware.vapi.std.errors.not_found) => { messages = [LocalizableMessage (com.vmware.vapi.std.localizable_message) => { id = com.vmware.vdcs.cls-main.library_item_not_found, defaultMessage = Library item ####-##-##-##-###### not found., args = [####-##-##-##-######], params = <null>, localized = <null> }], data = <null>, errorType = NOT_FOUND }
