Issue/Introduction
You have 2 or more Primary Licenses available to you.
In the VCFOPs UI you are unable to add 2 or more Primary Licenses to a selected vCenter under License Management -> Licenses -> Assign Primary License
When one Primary License is selected the remainder are greyed out and not manageable.

Cause
The inability to apply multiple Primary Licenses is by design within the VCF 9 licensing architecture. VCF 9 utilizes a specific hierarchy where a vCenter instance is mapped to a single primary entitlement.
According to the VCF 9 licensing model, a Primary License is defined as the foundational entitlement for a deployment. The architectural design dictates that only one Primary License can be applied to a vCenter at any given time. This is because the Primary License sets the base capacity and features for the managed environment; additional capacity or features must be handled through Add-on licenses rather than multiple Primary Licenses.
