Vaia - Field does not show Generate

Issue/Introduction

After setting up VAIA and adding fields to Enable for AI, when we go back to the Project and the field there is no actions in AI Actions. It should have displayed Generate. 

Environment

Clarity 16.4.0

Resolution

In 16.4.0, the Generate action will only display if the AI enabled field is empty

1. Clear the field, click away to save
2. Hit refresh in the browser and the AI Action Generate should appear

Starting 16.4.1, all agents on a attribute will always appear. There will be no dynamic display based on content.
