Issue/Introduction

Some iSCSI paths are shown to be in the "Dead" state.

When checking the ARP table of the ESXi hosts by running command esxcli network ip neighbor list, the "Mac Address" for the storage IP address shows as (incomplete)

# esxcli network ip neighbor list
Neighbor                   Mac Address        Vmknic   Expiry  State  Type
-------------------------  -----------------  ------  -------  -----  ----
...
##.##.##.##              (incomplete)   vmk#    0 sec         Invalid   <<--- Entry for the storage server
...

Environment

VMware vSphere ESXi 8.0
VMware vSphere ESX 9.0

Cause

There is no ARP response for the IP address. As a result, the ESXi host cannot connect to the storage target.

Resolution

Check the physical network configuration.
Engage the storage vendor to identify why the storage array is not responding to ARP requests.
