This articles explains how vSphere HA respects affinity rules without DRS.

Resolution

There are two kinds of affinity rules, a hard rule and a soft rule. vSphere HA only takes a hard rule into consideration when deciding failover destination.

Rule	Type
Must run on hosts in group	Hard
Must not run on hosts in group	Hard
Should run on hosts in group	Soft
Should not run on hosts in group	Soft
