MUX - Business rule on sub object preventing copy cost plan functionality.

Issue/Introduction

When you have a rule on project object targeting sub object it is disabling Copy cost plan functionality.

Steps to Reproduce: 

1. Create a sub object of the project object and API enable it.
2. Create business rule any Filter ("Architecture Fit" was tested with) with below Actions

• Disable Adding Child Objects->Disable Selected and choose the sub object created in Step 1.
• Disable Editing Child Objects->Disable Selected and choose the sub object created in Step 1.
• Disable Deleting Child Objects->Disable Selected and choose the sub object created in Step 1.

3. Publish Blueprint and assign to the project you will best testing with.
4. Create Cost Plan.
5. Right click on Cost Plan and notice Copy option is greyed out.

Expected Results: It should allow Copy option to appear.

Actual Results: It disables Copy option.
