Unable to start "Migration Planning Service" on HCX Manager via the management interface due to dependent services

Issue/Introduction

When attempting to start the "Migration Planning Service" under HCX Services from the Appliance Summary dashboard (at https://<hcx_ip>:9443), the following message is displayed:

Cannot Proceed
Below dependent components need to be started first before starting this component:
- Web Engine

Environment

VMware HCX

Cause

This issue occurs because the "Web Service," which is a dependency of the "Migration Planning Service," has not been started.

Resolution

Please start the "Web Service" first. This is expected to automatically start the "Migration Planning Service" as well; however, if it does not start automatically, please manually start the "Migration Planning Service."
