Updating smoke-tests release and TAS tile integration

Issue/Introduction

smoke-tests release bundled with the VMware Tanzu Application Service (TAS) tile requires updating. Users have reported that the Concourse pipeline link documented in the README.md (build-smoke-tests-images) is deprecated or non-existent, leading to confusion regarding the correct pipeline for cutting a new release. 

Environment

• Product: VMware Tanzu Application Service (TAS)
• Component: smoke-tests release
• Version: TAS 6.0.x (updates for 6.0.18 and later)

Cause

The CI/CD pipeline for smoke-tests documentation in the internal repository had not been updated to reflect the correct pipeline location. 

Resolution

TAS tiles >6.0.18 (smoke-tests v4.11.4) requiring a smoke-tests update should be made using the Smoke Test Release CI. Instructions can be found under Smoke tests CI (internal).

To update the smoke-tests and ensure they are bundled in the next TAS tile patch, you may choose to work directly with your Solutions Architect or open a Tanzu Support ticket.
