Issue/Introduction

Unable to 'Take Ownership' of Security Areas owned/created by other administrators, although the requester is also part of the administrators group.

Steps to reproduce the issue:

- Create a Security Area name 'Area 1' by logging in as Administrator'.
- Create another user e.g. name as 'Admin' add it to the administrator's group.
- Then log in with the 'Admin' user and try taking the ownership of the Security Area 'Area 1' and you will receive below error:

Security Error: Operation is not permitted [CMM001091]
