SCM Process Options Disabled

Issue/Introduction
One of our developers reports that he has "SCM Process Options" disabled in "workspace context" screen
In Workbench, when navigating around the project, if the user right clicks on a package or state, sometimes the options in the context menu are disabled. Why is this?
Environment
Harvest Software Change Manager all versions when configured with LDAP authentication
Cause
The problem has turned out to be a permissions issue. The disabled processes were not enabled to the general group of developers. There is a LDAP group as Developer and the processes were allowed to be executed by this general group. Particular for this project, this privilege was not defined for the general group. The user was also not among the LDAP groups which have the rights to execute the processes.
Resolution
I have added the user's group to the Access list for the disabled process and the issue has been resolved.
