Web Viewer 14.0 not accessible - Caused by: java.net.BindException: EDC8116I Address not available.

Issue/Introduction

After an IPL, users were not able to access the Web Viewer 14.0 main page. 
The Tomcat started task was recycled and the access was restored.

The following messages appear in the Tomcat jolog:

INFO: Initializing ProtocolHandler ["http-nio-nnnnn"]
Jan 25, 2026 9:16:58 AM org.apache.catalina.util.LifecycleBase handleSubClassException
SEVERE: Failed to initialize component [Connector["http-nio-nnnnn"]]
org.apache.catalina.LifecycleException: Protocol handler initialization failed
...
Caused by: java.net.BindException: EDC8116I Address not available.

Environment

OM Web Viewer 

Cause

TCPIP was not fully initialized

Resolution

Make sure that the Tomcat started task is only started after TCPIP is fully initialized.

If using OPS/MVS SSM (System State Manager), TCPIP should be added as a pre-requisite for Tomcat
