Gen 8.6 Developer is unable to unlock a Publish Event

Issue/Introduction
A developer is not able to unlock a stuck Publish event. The panel for Response Systems Access Gen (TSO) Model Administration Menu does not show option -11 Clear/Unlock Publish. The user has the highest security for their organization. How can this user be granted the authority to see the Publish options?

Resolution
The Model Administration Menu panel is owned by Response Systems for Access Gen (TSO). The user was directed to contact Response Systems for support.
Additional Information
Publish functionality is an edit feature. The customer had an Access Gen (TSO) licensing issue and were running a read only version while Response Systems sorted out their license issue. The publish functionality is not available in the read only version of Access Gen (TSO).
