This concerns a system where Latin encoding is needed and used.
After configuring a Linux Agent with UC_HOST_CODE=UC_CODE and utf8=0 everything works well, except viewing Reports in AWI while the job is still running.
Those live-viewed reports still have garbled special characters, once the report is stored in the DB everything works well. This concerns viewing Report, Filters and PREP_PROCESS.
The same could occur when launching jobs on agents GSS (like Agents 12.3.x) connected to a CP or a TLS Gateway via a CP_PORT that did not support utf8.

A problem has been fixed that shows a Job report not correctly until it has finished.
