Unable to add license to foundation on Tanzu Hub

Issue/Introduction

When applying a license to a Foundation an error similar to the following can appear:

OPSMAN_VERSION_CHECK_FAILED: Error connecting to Ops Manager for version check
TAS_VERSION_CHECK_FAILED: Error connecting to Ops Manager for TAS version check
PENDING_CHANGES_CHECK_FAILED: Error connecting to Ops Manager for to check for pending changes

Environment

EAR 6+ 
Tanzu Hub 10+

Cause

The user utilized in Tanzu hub to apply a license must exist in the target foundation's UAA

Resolution

Verify that the user applying the change in the Hub exists in the target foundation UAA
