When trying to browse for an OBS department,

1. Receive Error: Error 401 - Unauthorized. You are not authorized to view the page. IF you are sure you have access, try logging in again or contact your system administrator.

2. The OBS hierarchy units can not be expanded
Steps to Reproduce:
1. Install/upgrade to PPM 14.4
2. Give your 'admin' user the permission 'Financial Maintenance - Financial Organizational Structure'
3. Create another user ('PM') with only the permission to create new projects
4. Create an entity and some basic department/location data
5. Logout as admin
6. Login as admin (necessary to flush global permissions for the session)
7. Navigate to and create a new project
8. Find the Department OBS field and click on the browse icon
9. Close the OBS browse window after confirming it displays as expected
10. Logout as admin and login as the other user ('PM')
11. Navigate to and create a new project
12. Find the Department OBS field and click on the browse icon
Expected Results: The obs browse window popup should show without error
Actual Results: The obs browse window pops up and immediately issues a 401 Not Authorized error message
This is caused by: CLRT-80834/DE29606
This issue is fixed in CA PPM 15.3. This issue is also fixed as of the following patch levels in previous releases: 14.4 patch 7 (and higher), 15.1 patch 6 (and higher), and 15.2 patch 2 (and higher).
Workarounds (Only one workaround needs to be done):
1. Add the resource right: Financial Maintenance - Financial Organizational Structure
OR
2. Type and allow auto-suggest to populate the desired unit
OR
3. Enter the desired unit from the Project list page > Department OBS column
