CloudHealth associates GCP Security Command Centre (SCC) costs to a Project Id

Issue/Introduction

GCP Security Command Centre (SCC) costs as well as some Marketplace costs like Fivetran show to be associated to a Project Id in CloudHealth when they are not in GCP console. 

Resolution

Our platform associates these services to a project id because the "GCP Non-Project Cost Reallocation" feature is enabled by default.
