S047 abends in CA Disk jobs or ISPF panels

Issue/Introduction
There are two S047 instances reported:
- In batch
- In ISPF panels
Environment
- S047 abend in batch
- Insure that the CA Disk Loadlib (CCUWLOAD) is APF authorized.
- S047 abend in ISPF panels
- The abend is noted with this in the messages:
PET205I ABEND OCCURRED FROM PGM(ADSXI001.ADSXI001+000246)
The S047 abend is caused by a problem with PTF RO69420.
It changed module ADSCM000 to call ADSXI001 to do possible cleanup.
In the traceback, ADSCM000 is at RO81847 level and ADSXI001 is at RO86373 level.
