Non-admin Users unable to edit or run NCM Policies after upgrade to 24.3.x

Issue/Introduction

After recent upgrade from 23.3.x to 24.3.x, any user other than Superuser can no longer edit or run NCM policies even though they have full access to to NCM privileges:
 

Environment

DX NetOps Spectrum 24.3.x

Resolution

While the issue was not reproducible in 25.4.x, if you're still running any version of 24.3.x, then the fix for this is to upgrade to release 25.4.5.
