Issue/Introduction

Summary: There is no h1 or heading structure on a custom page to convey a logical content hierarchical structure.  The markup should not skip heading levels. Some text is not marked up as a heading as well, when it should be.

Expected Results: Information and relationships that are implied by visual or auditory formatting are preserved when the presentation format changes.

Actual Results: Some text is not marked up as a heading as well, when it should be. This fails Accessibility 1.3.1 Info and Relationships (Level A).
