Permissions required for UIM Users to be able to see everything in Operator Console

Issue/Introduction

How do I create a user that is required to see all Operator Console groups, devices, alarms, data, etc regardless of account ownership?

Environment

• UIM 23.4+
• Operator Console 23.4+

Resolution

To create a user that has access to everything in OC, this user must be a "Bus User".  "Bus Users" are configured in Infrastructure Manager (Security->User Administrator).

"Bus Users" can be assigned to a specific ACL to limit what actions they can take.

• Two main types of users in UIM: "Account Contact Users" and "Bus Users."
• Need to see everything? Use "Bus Users"—they can access all UIM info, no matter what account it's associated with.
• "Account Contact Users" are limited: They only see groups and dashboards tied to their specific account. They don't get to see all the information in Operator Console (OC).
• Where "Account Contact Users" are set up: In the OC Account Admin area. You can further filter what they see to only include info from specific UIM "origins."
  
• "Bus Users" are flexible: They can check out information whether they're assigned an account or not.
• Admin role alert: "Bus Users" usually get UIM administrator roles.
• Where "Bus Users" are managed: In Infrastructure Manager.
• Example of what "Bus Users" see that "Account Contact Users" don't: Built-in groups like "Application Discovery" and "Operating Systems" aren't account-associated, so they're for admins (Bus Users).
