Number Percent fields with decimals not pasted correctly across cells

STEPS TO REPRODUCE

1. Classic PPM > Administration > Studio > Objects > Project object
2. Attributes tab > Create a new field
      Data Type: Number
      Decimal places 2
      Show as Percent enabled.
      Provide API Attribute ID
3. In MUX > Go to Projects grid and add the custom field created
4. Add a value of 10.25% to the field.
5. Copy the value and paste it on the next row custom field cell. It gets pasted as 10.25%
6. Change user locale to a non English locale, ie Spanish, German, Italian, French ....
7. Copy the value and paste it on the next row custom field cell. 

Expected Results: The value gets pasted as 10,25%
Actual results: The value gets pasted as 1025,00%
