Issue/Introduction

When using the APIs to export and import policies for DLP the policies will export/import as inactive 

The activeStatus field is set to inactive.

Cause

Expected behavior due to code change between 16.1 to 25.1 

Resolution

The change in behavior between 16.1 and 25.1.

The change is intentional and for safety reasons, as importing a policy that is (immediately) active before even reviewing it can be dangerous or can have significant undesirable side-effects. In 16.1 the Policy Import/Export API was in a "preview mode" unsuitable for production environment. With the release of 25.1 the APIs are now completed and this tactical change was introduced by design.
