In connectAll record getting Qualified as modified when No Cache available for comparison

Issue/Introduction

Steps to Reproduce: 

1. Synchronize a record from Jira to Rally

2. Ensure sync partially fails on issue linking on the Rally side while creation

3. Observe that Rally record is qualified again and processed back to Jira

Expected Results: 

• Rally record should not be qualified as there is no modification in the record

Actual Results:

• Record is qualified and further processed
