Attempting to deploy VMware vSAN Witness Appliance and vApp settings are not applying

Issue/Introduction
When deploying a new 9.0 vSAN witness via the OVF the configuration settings are not transferring to the host upon creation
Environment
vSAN 9.0
Resolution
Console into the vSAN witness VM to configure the witness management network information
Once the management network is added connect to the host via the hostUI or add it to vCenter and follow the information contained with the documentation to manually configure the vSAN witness network configuration:
Deploying a witness appliance for a vSAN 9.0 stretch cluster
