Values do not get shown in Step 3 of 'Create New Action Item' popup

Issue/Introduction
Steps to Reproduce:
- Classic UI > Administration > Lookups. Search for lookup with ID 'PROCESS_DEFAULT_AI_STATUS'
- Open the lookup. Go to 'Values' tab. Create new values
- Start with 'Lookup Value Name' as 1 and ID as 1
- Create 25 values like this. So, the last value that you will create will be Name 25 and ID 25
- Now, navigate to Modern UX > Administration > Action Items. Click on 'New Action Item'
- A popup opens here:
- Populate 'Name' and set 'Target Object' of your choosing. Populate 'Subject' of your choosing. Click on 'Next'
- In the 'Add Actions' drop down, choose numbers '1' and '25'. Click on 'Next'
- Click on the drop down for the 'If' condition.
Expected Results:
- Values '1' and '25' are displayed in the drop down.
Actual Results:
- Only value '1' is displayed. Value '25' is not displayed.
Workaround:
- Deactivate values that are not in use in the lookup mentioned above.
