Issue/Introduction

The following symptoms are seen:

• Application fails to start or an errand fails with error: external networker encountered an error running 'up' action: exit status 1
• In garden.stdout.log on a Diego Cell, you see the following error:
  • cfnetworking: cni up failed: add network list failed: plugin type=\"nsx\" name=\"nsx-cni\" failed (add): Failed to receive message header
• In nsx-node-agent.stdout.log on a Diego Cell, you see the following error
  • subcomp="nsx_node_agent" level="ERROR" errorCode="NCP01004"] nsx_ujo.agent.cni_watcher Unable to retrieve network info for container ######-######-######-######, network interface for it will not be configured
