Running Endevor utility BC1JXCNM results in CNM0003C error

Issue/Introduction

We are migrating to V19 and trying to test this release with our current V18 data. We followed the steps to do so, but when synchronizing the MCFs to the C1DEFLTS with BC1JXCNM job, it finishes with RC=08 with message:

CNM0003C  PROCESSING TERMINATED, NO ENVIRONMENTS FOUND.

Resolution

This error is indicative of an ENVIRONMENT_ACCESS ESI failure for the environment(s) contained in the C1DEFLTS. This can be verified by re-running the job with the ESI trace DD:

Output would show the failing environment(s):

ENCS101I Entity=C1.ENVIRON.<env>
ENCS101I User USERID1 access is denied from SAF
