Determine if Resource Pool is the missing resource:
1. Connect to Manager and review the following logs for error:
/opt/vmware/h4/manager/log/manager.log
ERROR - [UI-########-####-####-####-####-############-##-###-##-##] [https-jsse-nio-####-exec-#] c.v.h.c.c.error.ExceptionAdvisorBase : A POST request from __system[###.###.###.###] to /inventory/datastore-accessibility failed.

2. Connect to each Replicator and review the following logs for error:
/opt/vmware/h4/replicator/log/replicator.log
ERROR - [UI-########-####-####-####-####-############-##-###-##-##] [https-jsse-nio-####-exec-#] c.v.h.c.c.error.ExceptionAdvisorBase : A POST request from __system[###.###.###.###] to /inventory/datastore-accessibility failed.

Confirm in vCenter that resource pool resgroup-#### does exist :
Find by MoID (e.g., resgroup-123) using poweshell:
Get-ResourcePool -Server YourVCenter -Id "resgroup-####"
If it does exist perform a vCenter Reconnect in the Destination Cloud Director - Reconnect a vCenter Instance to Your VMware Cloud Director
Then attempt to failover VM again from Cloud Director Availability
If the Resource Pool does not exist please contact Broadcom support and reference this KB# 424988
